Requires the Commissioner of Transportation to establish a construction commencement date at least 180 days after contract award for trunk highway construction projects

Maintains existing requirement that bids must be advertised once weekly for three successive weeks before bid receipt date

Changes "shall" to "must" throughout the statute to strengthen mandatory language for advertising and bidding requirements

Exempts projects covered under subdivisions 3 or 4 of the statute from the new 180-day commencement requirement

Effective date: applies to bids first advertised on or after October 1, 2026
