Authorizes the Minnesota Legislature to remove "inferior officers" (agency/department heads, deputy heads, assistant heads, and division directors) from executive branch positions for malfeasance or nonfeasance

Any House member may file a complaint with the Speaker, or any Senator with the Senate Majority Leader, who must forward it to the appropriate committee and notify the governor and accused officer within 10 days

Legislative committee must hold public proceedings within 30 days, applying a "clear and convincing evidence" standard; accused officers have rights to legal counsel, cross-examination, and access to evidence

Removal requires a majority vote of elected members in both the House and Senate, after which the governor must discharge the officer effective the day after notification

Defines malfeasance as willful unlawful acts outside an officer's authority that infringe on rights, and nonfeasance as willful failure to perform required duties
