Transfers regulatory authority over aquaculture and aquatic farms from the Commissioner of Natural Resources to the Commissioner of Agriculture, effective July 1, 2028

Creates a new aquaculture account in the agricultural fund to receive licensing fees and other revenues, replacing deposits to the game and fish fund

Shifts inspection authority from conservation officers to the Commissioner of Agriculture, while the Commissioner of Natural Resources retains authority over brood stock permits, walleye stocking approvals north of Highway 210, and game fish egg/fry sales

Recodifies private fish hatchery statutes from section 97C.211 to section 17.4975 within the agriculture chapter, and repeals Minnesota Rules part 6250.0101

Requires the Commissioner of Agriculture to notify the Minnesota Aquaculture Commission and Commissioner of Natural Resources before publishing proposed aquaculture rules
