Establishes a regional food bank grant program administered by the Commissioner of Children, Youth, and Families to increase food availability for individuals and families in need

Appropriates $10,000,000 from the general fund in fiscal year 2027, with the same $10,000,000 base continuing in fiscal years 2028 and 2029

Distributes grants to regional food banks and Minnesota Tribal governments using a formula based on the number of persons below the federal poverty level and unemployed persons in each service area

Allows grant funds to be used for purchasing, transporting, and distributing food and personal hygiene products (including diapers and toilet paper) at no cost through commissioner-approved sites

Prohibits use of grant funds for compensation of officers, directors, trustees, key employees, and highest compensated employees, and requires repayment of any ineligible expenditures
