Amends Minnesota Statutes section 204C.15, subdivision 2, governing curbside voting procedures for individuals unable to enter a polling place

Adds new requirement that election judges providing assistance outside the polling place may only handle one voted ballot at a time

Maintains existing requirements that two election judges from different major political parties must assist voters who remain in their motor vehicles

Preserves voters' rights to register, update registration, complete voter certificates, and request additional assistance with marking ballots while voting from their vehicle
