Home rule charter or statutory cities of the first, second, or third class must accept building project applications, certifications, and other documentation by electronic means

"Electronic means" is defined to include email, PDF files, electronically created signatures or stamps, and other technology allowing electronic exchange and verification of building project information

Modifies the existing exemption for small municipalities from mandatory State Building Code enforcement—exemption now applies only to municipalities with populations under 2,500 that are located outside metropolitan counties

Effective date is July 1, 2026
