School boards and charter schools must adopt evidence-based school safety plans to prevent human-caused safety incidents by May 1, 2028, with School Safety Center review and approval required by August 1, 2028

The School Safety Center must develop a model school safety plan by September 1, 2026, review local plans, administer grants, assess facility improvements, and employ at least two licensed school mental health professionals

Schools that fail to submit or receive approval for an evidence-based plan must notify parents, students, and staff by August 15, 2028, and adopt a plan developed in partnership with the School Safety Center by August 30, 2028

A School Safety Advisory Council is established with nine members including three high school students, two survivors of school/community violence under age 21, two parents, one mental health professional, and one School Safety Center employee, with appointments by September 1, 2026
