Amends Minnesota Statutes section 239.791, subdivision 17, governing bulk delivery exemptions for nonoxygenated premium grade gasoline

Adds a new requirement that bulk fuel deliveries must be made directly into either the attached fuel tank of a vehicle exempt under subdivision 12, or into a bulk storage tank on the premises

Retains existing conditions: nonoxygenated gas must be for exempt vehicles only, limited to one bulk storage tank per premises, and deliveries capped at 500 gallons or less

Expands the number of conditions that must be met from four paragraphs (b through d) to five paragraphs (b through e)
