Amends Minnesota Statutes section 363A.28, subdivision 10 to expand disparate impact provisions beyond employment cases to include housing discrimination under sections 363A.08 and 363A.09

Establishes that practices with discriminatory effect create liability regardless of intent, including practices that actually or predictably result in disparate impact or create, increase, reinforce, or perpetuate segregated housing patterns

Allows a single person to pursue a disparate impact claim if injured by a practice affecting a group, and removes the requirement to identify which specific policy within a group of policies caused the disparate impact

Provides an affirmative defense allowing practices with discriminatory effect if necessary to achieve substantial, legitimate, nondiscriminatory purposes and no feasible less discriminatory alternative exists

Explicitly includes artificial intelligence practices within the disparate impact framework, making AI use that results in disparate impact on protected classes a discriminatory effect
