Establishes state licensure for massage therapists and Asian bodywork therapists under the Commissioner of Health, effective January 1, 2027, preempting municipal licensing authority over these practitioners.

Requires applicants to complete a postsecondary training program, pass a credentialing examination, maintain professional liability insurance ($2,000,000 per occurrence/$6,000,000 aggregate), and submit to criminal background checks.

Sets education requirements at 625 contact hours minimum (500 instruction hours plus 125 clinical practice hours) for applications received on or after July 1, 2030, with less stringent requirements for earlier applicants and those qualifying by prior experience.

Creates a five-member Massage Therapy Advisory Council (two public members, three licensed therapists) to advise the commissioner on standards, applications, and disciplinary matters.

Establishes fees including initial licensure up to $285, biennial renewal up to $185, and prohibits licensure for individuals convicted of trafficking, sexual conduct crimes, or violent crimes, with limited exceptions after 10 years post-release.
