Prohibits state agencies and the commissioner from purchasing single-use plastic food service ware (plates, bowls, cups, lids, straws, trays, cutlery, clamshell containers) and plastic bottles of 21 fluid ounces or less

Requires bid specifications to explicitly prohibit these single-use plastic products in state procurement contracts

Exemptions apply when non-plastic alternatives are unavailable, during emergency preparation or response, or when necessary to protect health, safety, welfare, or accommodate persons with disabilities

Effective the day following final enactment, applying to bid specifications issued on or after that date
