Repeals Minnesota Statutes section 462.357, subdivision 5, which established special zoning amendment procedures for first class cities when rezoning property from residential to commercial or industrial use

Eliminates the requirement that such rezoning obtain written consent from owners of two-thirds of properties within 100 feet of the affected area before city council approval

Removes the alternative process allowing cities to bypass the neighbor consent requirement through a two-thirds council vote after planning commission survey of at least 40 acres and public hearings with three weeks of published notice

Effective the day following final enactment
