Eliminates the commissioner's ability to share identifying data about whistleblowers with executive agencies that are the subject of complaints about grants policy violations, fraud, or waste

Corrects a technical cross-reference in the encumbrance exception statute from clause (2) to clause (3)

Expands the definition of "recipient" for criminal conviction-based grant termination to explicitly include key personnel such as board members, officers, executives, employees, agents with authority over grant funds, and individuals in fiduciary positions
