Adds statutory definitions for "historic and archaeological properties," "memorandum of understanding," and "National Register of Historic Places" to clarify historic preservation consultation requirements

Expands historic preservation consultation requirements to explicitly include political subdivisions and the University of Minnesota Board of Regents, and adds "mitigate" as an option alongside "avoid and minimize" for addressing adverse effects

Repeals section 16C.155, subdivision 3, which required the commissioner to track janitorial contracts with rehabilitation programs and extended employment providers and submit annual reports by February 15
