Hotels and health clubs prohibited from providing personal care products (shampoo, conditioner, soap, body wash, lotion, hand sanitizer, disposable razors) in plastic containers, wrappers, or packaging that guests may remove from the premises

Plastic refillable bulk dispensers and non-plastic containers remain permitted; hotels may still provide restricted products upon guest request

First violation results in a notice by certified mail with no monetary penalty; subsequent violations subject to civil penalties up to $500 per day, capped at $10,000 annually per establishment

Enforcement authority granted to the Minnesota Pollution Control Agency commissioner and county boards

Effective January 1, 2027 for health clubs and hotels with 50+ lodging units; effective January 1, 2028 for hotels with fewer than 50 units
