Appropriates $96,900,000 from the bond proceeds fund to the Board of Trustees of Minnesota State Colleges and Universities for improvements at Minnesota State University, Mankato

Funds the demolition and removal of Armstrong Hall and the design, construction, furnishing, and equipping of a new academic building to replace it

Provides for renovation, furnishing, and equipping of other campus facilities to relocate academic programs and support functions currently in Armstrong Hall

Authorizes the commissioner of management and budget to sell and issue state bonds up to $96,900,000 under Minnesota Statutes sections 16A.631 to 16A.675

Takes effect the day following final enactment
