Minnesota would join the Interstate Teacher Mobility Compact, allowing teachers with unencumbered licenses from member states to receive equivalent teaching licenses in Minnesota and other participating states

Teachers must hold at least a bachelor's degree and have completed a state-approved teacher preparation program to qualify for license portability under the compact

Active military members and eligible military spouses receive special provisions, allowing them to obtain equivalent licenses even if their current license has restrictions

The compact creates the Interstate Teacher Mobility Compact Commission, a joint interstate agency with one delegate per member state that establishes rules, facilitates information exchange, and enforces compliance

The compact takes effect when 10 states enact it; member states may withdraw with 6 months notice after enacting a repealing statute
