Requires new data sharing agreements between the Professional Educator Licensing and Standards Board, Board of School Administrators, and Department of Education to share staff data for managing administrative licenses, processing funding, and overseeing ethics and compliance.

Expands mental health professional development requirements for teacher license renewal from one hour of suicide prevention training to at least five hours covering student mental health and wellness topics including trauma, Fetal Alcohol Spectrum Disorders, autism, restrictive procedures, and de-escalation methods.

Modifies Tier 2 license eligibility to allow applicants enrolled in Minnesota-approved teacher preparation programs with equivalent student teaching requirements, and removes the prior completion of a state-approved program as a standalone qualification pathway.

Extends the availability of a $2,767,000 appropriation for Professional Educator Licensing and Standards Board information technology costs from June 30, 2027 to June 30, 2029.
