Establishes the Melissa and Mark Hortman Memorial State Park in Ramsey County, located in St. Paul near the Minnesota State Capitol complex, effective July 1, 2027

No state park permit or entry fee may be charged for access to the park

Commissioner of Natural Resources will administer park lands, while the Commissioner of Administration and Minnesota Historical Society retain authority over existing state buildings within the boundaries

Commissioner of Natural Resources, with input from the Capitol Area Architectural and Planning Board, controls monuments and may erect additional structures for interpretive, educational, or administrative purposes

Requires a report by January 15, 2027 with implementation recommendations, to be submitted to legislative committees with jurisdiction over state government finance and environment/natural resources
