Personal learning plans must now include grade retention if it is in the student's best interest, whereas previously retention was optional

Removes language that prohibited retaining students solely due to literacy delays or failure to demonstrate grade-level proficiency

Starting in 2025-2026, districts must use only evidence-based literacy interventions and are encouraged to use Department of Education-approved intervention materials

Starting in 2026-2027, paraprofessionals, unlicensed persons, and volunteers providing Tier 2 literacy interventions must be supervised by licensed teachers who have completed approved evidence-based reading instruction training
