Amends Minnesota Statutes section 116P.08, subdivision 4, governing the Environment and Natural Resources Trust Fund's emerging issues account

Requires expenditures from the emerging issues account to be approved by the governor and the chairs and ranking minority members of legislative committees with jurisdiction over environment and natural resources finance

Mandates that commission recommendations for emerging issues account expenditures receive an affirmative vote of at least 15 commission members

Maintains existing requirement that emerging issues must still adhere to the commission's strategic plan
