Establishes a voluntary statewide student career pathways framework to connect K-12 students with employer-engaged career experiences including internships, job shadowing, work-based learning, and apprenticeships

Requires the commissioners of education, employment and economic development, labor and industry, and higher education to coordinate on aligning personalized learning plans, career and technical education, and postsecondary exploration

Directs commissioners to review and remove unnecessary state and federal regulatory barriers limiting local flexibility, including constraints related to the Workforce Innovation and Opportunity Act and Carl D. Perkins Act

Mandates development of centralized resources including planning tools, model practices, and templates to support equitable access for underserved students (low-income, students of color, rural communities)

Requires a joint report to the legislature by January 15, 2028, on actions taken, framework usage by participating schools, and recommendations for further alignment
