State agencies, boards, and commissions are not parties to attorney general civil law enforcement actions unless expressly named, and their records are not subject to party discovery served on the attorney general

Each state government entity is designated as the sole custodian of its own records, documents, data, knowledge, and information, with exclusive possession and control

Internal firewall established within the Attorney General's office: records maintained through attorney-client relationships with state agencies cannot be accessed by divisions prosecuting civil law enforcement actions

State entities may still voluntarily share records with the Attorney General's office in accordance with applicable law or lawful requests
