Counties that contract for home and community-based waiver case management services must use a competitive proposal process at least once every two years, with contracts including oversight provisions and evaluation criteria ensuring culturally responsive programs

Beginning July 1, 2029, county agencies are prohibited from entering into new contracts or renewing contracts for case management services, effectively ending contracted case management

Establishes a waiver case management quality working group to develop recommendations for transitioning to county-provided case management without contractors, with first meeting by August 1, 2026 and final report due September 1, 2027

Working group membership includes waiver service recipients, county representatives, contracted case management agency representatives, tribal members, and disability advocacy organizations

Directs the commissioner of human services to analyze rate-setting methodology for case management and home and community-based services waivers, with initial report due January 15, 2028 and final report with legislative recommendations due January 15, 2029
