Trails funded with state grants-in-aid for all-terrain vehicles, off-road vehicles, or off-highway motorcycles would be closed to nonmotorized use (hiking, skiing, snowshoeing) unless formally designated for such use

Local governments could designate grant-in-aid motorized trails for nonmotorized use by following the same approval process required for motorized designation, including concurrence from the commissioner and landowner/lessee

Removes language that previously allowed local governments to designate trails for nonmotorized activities like ski touring, snowshoeing, and hiking without a formal process

Exemptions from motorized vehicle restrictions on nonmotorized trails would apply to motorized wheelchairs for disabled individuals and electric-assisted bicycles

Amends Minnesota Statutes 2024, section 85.018, subdivisions 2 and 4, and adds new subdivision 4a
