Requires Minnesota's budget forecast to include estimates of the budgetary impacts of fraud committed against state programs

Adds fraud impact as a new required parameter in the state's official budget forecast prepared by the Commissioner of Management and Budget

Mandates the commissioner consult with chairs and lead minority members of the Senate Finance and Taxes Committees, House Ways and Means and Taxes Committees, and legislative fiscal staff at least three weeks before forecast release

Requires the commissioner to notify the same legislative members and staff of any changes in fraud impact estimates no later than two weeks before the forecast is released

Amends Minnesota Statutes section 16A.103 by adding subdivision 1k specifically addressing fraud impact requirements
