Restricts grant funds to services for Minnesota veterans, their immediate family members (spouses and dependent children under 22), or families of veterans who died in the line of duty, with priority given to veterans with physical, mental, or chemical health disabilities

Requires the commissioner to develop a scoring system based on applicants' demonstrated history of serving veterans and measurable outcomes, prohibiting consideration of requested grant amounts in award decisions

Mandates annual grantee reports to the commissioner by February 15 (beginning 2027) detailing grant amounts, number served, program completion rates, and charitable giving ratios, with the commissioner reporting to legislative committees by March 1

Allows the commissioner to withhold funds from grantees for fraud, criminal investigation, conduct bringing the state into disrepute, or inability to deliver services, and permits retention of up to 5% of appropriations for administrative costs
