Authorizes tow trucks and towing vehicles to display portable variable message signs while performing emergency service on or near traveled highway portions

Requires any variable message signs used to conform to standards in the Minnesota Manual on Uniform Traffic Control Devices

Amends Minnesota Statutes section 168B.16, which currently governs flashing light requirements for tow trucks

Maintains existing requirements for red and amber flashing lights visible from 500 feet, with red lights limited to emergency service situations
