Prohibits Minnesota libraries from entering e-book and digital audiobook contracts that restrict interlibrary lending, limit the number of times materials can be loaned, or cap purchases on release day

Bans license terms that prevent libraries from making nonpublic preservation copies, sharing contract terms with other Minnesota libraries, or requiring violations of library patron privacy laws

Requires publishers to offer libraries either pay-per-use or perpetual access options on commercially reasonable terms rather than only time-limited licenses

Applies to public libraries receiving at least half their funding from public sources, school district and charter school libraries, city-school joint libraries, and the Minitex library network

Takes effect 60 days after the secretary of state certifies that other states with a combined population of at least 7 million have enacted substantially similar laws
