Amends Minnesota Statutes section 43A.231, subdivision 5, regarding pharmacy benefit manager (PBM) contract procurement for state employee health benefits

Allows the Commissioner of Management and Budget to forego using a reverse auction process for selecting a successor PBM contract if the cost comparison analysis is "inconclusive"

Maintains existing requirements: reverse auction must be used if savings are achieved; reverse auction may be skipped if savings are not achieved

Adds flexibility for situations where the required comparison of prescription drug costs between the 2023 PBM contract and the prior 2018-2022 contract yields unclear results
