Producers of textiles, carpet, and mattresses must register with a producer responsibility organization (PRO) and fund a statewide collection and recycling system through eco-modulated fees based on sales volume and product environmental characteristics

The PRO must establish free collection sites in every county (minimum 3-10 permanent sites depending on population) and develop a plan covering collection, sorting, repair, reuse, and recycling of covered products, with approval required by July 1, 2030

Covered products include apparel, household textiles (blankets, curtains, bedding, towels), carpets, and mattresses, but exclude military protective equipment, rugs, sleeping bags, and infant products

Retailers, importers, and distributors are prohibited from selling covered products from non-compliant producers; violations carry civil penalties up to $10,000 per day or $50,000 per day for knowing violations

Creates the textile, carpet, and mattress stewardship account in the state treasury funded by registration fees from the PRO to cover agency administration costs; sellers with under $1 million in annual revenue are exempt from producer requirements
