Postsecondary institutions enrolling students receiving state or federal financial aid must provide Minnesota voter registration forms and information about how to register and request absentee ballots in all other 49 states during fall and spring each year

Institutions must provide voter registration forms and absentee ballot request forms applicable to a student's home state upon the student's request

Required voter information webpage must include campus vote coordinator contact information, voter engagement plan, registration deadlines, residency requirements, and resources for out-of-state students to obtain absentee ballots

Institutions must report implementation details to the Secretary of State by November 30 each year, including their voter engagement plan developed in consultation with campus student government
