Appropriates $5,600,000 in general obligation bond proceeds to the Commissioner of Transportation for grants to the city of Byron and/or Olmsted County for their share of intersection improvement projects along U.S. Highway 14

Appropriates $2,400,000 in trunk highway bond proceeds for the state's share of the same intersection improvement project

Funds environmental analysis, predesign, and final design to replace at-grade intersections and traffic signals with grade-separated interchanges, including intersections with Olmsted County State-Aid Highways 3 and 5

Authorizes remaining funds after design completion to be used for right-of-way acquisition, construction, and equipment of the interchanges and associated infrastructure

Authorizes the Commissioner of Management and Budget to sell and issue state bonds totaling up to $8,000,000 ($5.6M general obligation + $2.4M trunk highway bonds) to fund the project
