Requires maintenance plans for major highway projects covering at least 60 years or the full service life, analyzing fiscal impacts including preventive maintenance, preservation, rehabilitation, operational costs, and indirect costs

Creates a fiscal transparency dashboard requirement by January 1, 2027, summarizing expenditures by funding source, statewide multimodal transportation plan objectives, and investment priority areas, with identification of performance gaps
