Repeals the requirement to transfer $50,000,000 from the general fund to the health care access fund when accumulated savings from state-administered health care programs reach $50 million

Eliminates the 0.8% year-over-year rate increase limit on payments to managed care plans and county-based purchasing plans for Medical Assistance (which was in effect from January 1, 2020 through June 30, 2024)

Removes the provision requiring transfer of funds from the premium security account to the general fund if managed care rate reductions fell short of the $145,150,000 savings target
