Authorizes the Executive Council, the State Board of Investment, and the Minnesota Land Exchange Board to conduct meetings via interactive technology to expedite work or address security threats, notwithstanding standard open meeting law requirements (sections 13D.01 and 13D.015)

Requires all members participating remotely to be able to hear one another and hear all discussion and testimony during interactive technology meetings

Mandates live public broadcasting of all meetings conducted via interactive technology

Formally names the constitutionally-created board (consisting of the governor, attorney general, and state auditor) as the "Minnesota Land Exchange Board" in statute
