Adds new definitions for water conservation, water conservation improvement, and water efficiency to state building sustainability statutes, alongside existing energy-related definitions

Requires state agencies with custodial control of facilities to report material energy and water consumption and cost data to the commissioner of administration

Mandates agencies maintain energy and water benchmarks and goals for buildings under their control, and develop plans for conservation improvements with payback periods up to 15 years

Removes requirement for agencies to report monthly energy usage, building schedules, and equipment inventory specifically for the shared savings program evaluation

Expands Office of Enterprise Sustainability duties to include setting enterprise-wide goals and publishing an annually-updated public dashboard for tracking sustainability progress
