Requires the Commissioner of Transportation to adopt a suitable design and erect appropriate signs marking the highway with its designated name

Mandates that all signs identifying the trunk highway, including route and guide signs, must display the "Hortman Memorial Highway" name instead of or in addition to the highway number

Overrides section 161.139 (standard highway naming procedures) to ensure signage requirements are implemented
