Establishes new requirements for major trunk highway projects entering transportation improvement programs for fiscal year 2031 or later, applying to projects involving construction, reconstruction, bridge replacement, capacity additions, grade separations, or environmental impact statements

Requires project development to analyze comprehensive design alternatives including multimodal options, and mandates evaluation of at least one alternative that reduces traffic lanes, reduces right-of-way area, or lowers the road's functional classification

Defines "principal transportation system users" to include motorists, commercial vehicles, pedestrians, bicyclists, other nonmotorized vehicle operators, and transit users—all of whom must be considered in safety, accessibility, and mobility evaluations

Creates a Project Scoping and Development Working Group led by the Commissioner of Transportation in collaboration with the University of Minnesota Center for Transportation Studies, with a report due February 1, 2027, and expiration on June 30, 2027

Appropriates an unspecified amount from the trunk highway fund in fiscal year 2027 to support the working group and implement the new project scoping requirements
