Expands eligibility for educational assistance to include children and spouses of prisoners of war (POW) and persons missing in action (MIA), in addition to children and spouses of deceased veterans

Removes the $750 annual stipend previously available to eligible veterans, limiting the stipend to eligible children and spouses only

Adds Tribally controlled colleges to the list of eligible institutions where children and spouses of deceased veterans, POWs, and MIAs can attend free of tuition and fees until attaining a bachelor's degree

Requires eligible institutions to submit annual reports by September 30 to the Commissioner of Veterans Affairs detailing program activity, enrollment and graduation data, and aggregate tuition waiver costs

Repeals Minnesota Statutes section 197.752 (existing POW/MIA dependent educational assistance) and consolidates those provisions into the amended section 197.75
