Crisis nurseries currently licensed under chapter 245A as children's residential facilities that provide safe, short-term care for children whose caregivers face a crisis are exempted from chapter 142B licensing requirements

Crisis nurseries holding dual licenses under chapter 245A (children's residential facility) and chapter 142B (special family child care home) may continue current operations under this exemption

The exemption provision expires July 1, 2027

Commissioner of Children, Youth, and Families must develop a new licensing framework for crisis nurseries that includes pathways to licensure, background study and training requirements, and methods to reduce redundancy and resolve conflicting requirements

Commissioner must submit a report to legislative committees by January 15, 2027, containing an overview of the framework, detailed explanation, and proposed legislation to implement the new crisis nursery license
