Appropriates $6,500,000 from the general fund in fiscal year 2027 to the Minnesota State High School League for grants to school districts to purchase and install up to 1,400 smart monitored public access safety cabinets at $4,500 per unit

Safety cabinets include automated external defibrillators (AEDs) integrated with 911 call centers, American Heart Association bleeding control kits, naloxone, and four years of monitoring and maintenance

Eligible recipients include school districts, charter schools, and Tribal contract schools that agree to place AED units in publicly accessible locations and maintain them for four years without additional state or local funding

Minnesota State High School League must begin accepting applications by October 1, 2026, and report to legislative education committees by October 1, 2027, on grants awarded and AED units installed

Appropriation is one-time funding available until June 30, 2030, with $50,000 annually available for administrative costs
