Requires travel insurance producers to maintain registers of travel retailers, designate a licensed "responsible producer" for compliance, provide mandatory training to retail employees, and submit registers to the Commissioner of Commerce within 30 days upon request

Establishes consumer protections including mandatory disclosures about coverage terms, claims processes, and insurer contact information; prohibits "negative option" sales tactics requiring consumers to opt out of coverage; and provides a 10-15 day cancellation period for full refunds after purchase

Defines travel insurance to cover trip cancellation/interruption, lost baggage, rental vehicle damages, illness/accident/death during travel, emergency evacuation, and repatriation of remains, while explicitly excluding major medical plans for trips lasting six months or longer

Becomes effective 90 days after enactment
