Establishes the Minnesota Supplemental Nutrition Assistance Program (MNSNAP) to provide state-funded food benefits to residents who lose federal SNAP eligibility due to cuts and restrictions implemented after July 1, 2025

Eligibility extends to Minnesotans who were or would have been eligible for federal SNAP as of June 30, 2025, including veterans, seniors, homeless individuals, youth aging out of foster care, new Americans, and working parents who lost jobs

Requires county, Tribal agency, or state-approved navigator to conduct face-to-face assessment within 30 days of enrollment to evaluate barriers and determine if participant qualifies for federal exemptions

Mandates an emergency moratorium beginning July 1, 2026 on terminating food assistance for those affected by new federal restrictions, unless an assessment confirms their ability to meet federal work requirements

Appropriates unspecified general fund dollars in fiscal year 2027 to the Commissioner of Children, Youth, and Families to operate the program
