Amends Minnesota Statutes section 216B.03 to require the Public Utilities Commission to set rates that "promote affordable service for all Minnesotans" to the maximum reasonable extent

Adds new language to section 216B.16 requiring the commission to give due consideration to customers' ability to pay rates when determining whether a utility's rate of return is fair and reasonable

Maintains existing requirements that rates be just, reasonable, non-discriminatory, and sufficient to allow utilities to cover service costs and earn fair returns on investments

Continues to require the commission to encourage energy conservation and renewable energy use when setting rates
