Expands conflict of interest disclosure requirements to all local officials elected or appointed by political subdivisions, requiring written statements when official actions would substantially affect their financial interests or associated businesses.

Requires all local officials in political subdivisions and metropolitan governmental units to file statements of economic interest within 60 days of accepting employment or within 14 days after the candidate filing period ends.

Changes filing location for local candidates and local officials to the governing body of their political subdivision rather than the state Campaign Finance Board, which must maintain these statements as public data.

Extends disclosure requirements for representing clients for fees before rulemaking bodies to elected local officials, with late filing penalties of $25 per day up to $1,000 for state public officials.

Effective January 1, 2027.
