Removes the option for school districts to use modified ballot language stating voters are "renewing" or "extending" an existing referendum when renewing capital project levies or operating referendums at the same rate

Eliminates the exemption that allowed school districts to exclude the mandatory notice "BY VOTING 'YES' ON THIS BALLOT QUESTION, YOU ARE VOTING FOR A PROPERTY TAX INCREASE" from certain referendum ballots

Removes school districts from the list of local governmental subdivisions exempt from the property tax increase ballot notice requirement under section 275.60

Deletes the exemption for school district bond elections where debt service payments come entirely from capital fund transfers to the debt service fund

Effective September 1, 2025, and applies to elections held on or after that date
