Adds a new exemption from certificate of need requirements for upgrading or rebuilding existing electric lines under 100 kilovolts to high-voltage transmission lines of 115 kilovolts

Requires at least 80 percent of the upgraded or rebuilt transmission line length in Minnesota to be located along existing electric line rights-of-way to qualify for the exemption

Effective the day following final enactment and applies to projects where upgrading or rebuilding begins on or after that date

Amends Minnesota Statutes 2024, section 216B.243, subdivision 8
