Amends Minnesota Statutes section 342.14 to clarify that the office may issue unlimited cannabis microbusiness licenses as it deems necessary, removing previous language about limiting license types not specifically listed in the subdivision

Prohibits the office from limiting the number of cannabis wholesaler, transporter, testing facility, event organizer, or delivery service licenses

Requires the office to accept applications for wholesaler, transporter, testing facility, event organizer, and delivery service licenses at any time, rather than only during announced licensing periods

Limits announced licensing periods to cultivator, manufacturer, retailer, microbusiness, and mezzobusiness licenses, which remain subject to caps (before July 1, 2026: 25 cultivator, 12 manufacturer, 75 retailer, and 50 mezzobusiness licenses each for social equity and general applicants)

Maintains requirement that cannabis microbusiness licenses available to social equity applicants must equal or exceed the number available to all applicants
