Amends Minnesota Statutes section 609.43 to increase penalties for public officer or employee misconduct, replacing the current maximum of 364 days imprisonment and $3,000 fine with a tiered penalty structure

First offense: imprisonment up to one year and/or fine up to $5,000

Second or subsequent offense: imprisonment up to five years and/or fine up to $10,000

Covered misconduct includes: failing to perform mandatory duties, exceeding lawful authority, unlawfully injuring others under color of authority, and knowingly making false official documents

Effective August 1, 2026, applying to crimes committed on or after that date
